Detailed Syllabus Structure
The pre-qualification paper evaluates candidates across three primary segments:
1. General Studies (सामान्य अध्ययन) — 20 Questions / 40 Marks
This section evaluates basic general knowledge, contemporary events, and structural awareness of public entities:
- Geography: Physical, political, and economic geography of Nepal (rivers, climate, peaks, and boundaries); basic features of global geography.
- History, Culture, and Society: Major milestones in Nepal’s history; customs, festivals, languages, religions, and art.
- Economic Development: National development plans, current economic indicators, agriculture, industries, energy, and tourism sectors in Nepal.
- Constitution & Governance: Key provisions and schedules of the Constitution of Nepal, the federal structure (Federal, Provincial, and Local levels), and fundamental rights.
- Organized Institutions (Public Enterprises): Basic concept, role, and current state of public enterprises, corporations, and utilities in Nepal.
- Current Affairs: Vital national and international developments, major awards, sports events, and significant advancements in science and technology.
2. Public Management (सार्वजनिक व्यवस्थापन) — 15 Questions / 30 Marks
This section focuses on core office administration, management practices, and professional ethics:
- Office Procedures: Concepts and processes of Registration (Darta), Dispatch (Chalan), memo writing (Tippani), indexing, and drafting official letters.
- Records Management: Methods of indexing, archiving, and protecting physical and digital office files.
- Public Service Delivery: Citizen’s Charter (Nagarik Bada Patra), transparency, institutional accountability, and handling public grievances.
- Corporate Governance & Ethics: Discipline, professional ethics, and conduct rules applicable to employees working in public entities.
3. General Competency Test / Aptitude Test (आधारभूत सक्षमता परीक्षण) — 15 Questions / 30 Marks
This section tests analytical capabilities, mathematical logic, and mental reasoning skills:
- Verbal Reasoning: Analogy, classification, series, coding-decoding, and text-based logical deductions.
- Non-Verbal & Numerical Reasoning: Pattern matching, matrices, sequences, odd-one-out figures, and spatial reasoning.
- Basic Arithmetic & Data Interpretation: Average, ratio and proportion, profit and loss, percentage, simple interest, unitary method, and analyzing simple charts/tables.
